Agency Description
The Mayor’s Office of Civic Engagement and Volunteer Service (MOCEVS) is committed to increasing long-term, sustainable civic engagement throughout the city. To support this goal, we offer a variety of training opportunities for community members, nonprofit partners, and City agencies. In addition, we support internal and cross-sector convening and collaboration to reduce silos and increase the efficiency and efficacy of engagement and volunteer programs and tactics. MOCEVS is housed within the Mayor’s Office of Public Engagement. 

Job Description
The Equitable Engagement Director will be responsible for two main buckets of work: overseeing the successful execution, management, and strategic vision for the Community Resource Corps and the Equitable Engagement Collaborative. The Community Resource Corps is a new citywide program designed to connect residents to anti-poverty benefits and resources. This program will recruit trusted messengers from these communities to serve as AmeriCorps members that connect residents to City anti-poverty resources. Our program has three objectives: (1) To connect residents to City anti-poverty resources. (2) To serve as a workforce development opportunity for our community-based AmeriCorps members. (3) To increase the City of Philadelphia’s capacity to engage hard-to-reach communities through strategic coordination. 

The Equitable Engagement Collaborative regularly convenes individuals from 50+ City departments to share best practices for conducting the work and presentations from City agencies that are executing exemplary engagement opportunities. The purpose of this collaborative is to convene and collaborate across City agencies that hold key relationships with hard-to-reach communities. Ultimately the goal of this work is to center residents most disenfranchised and most impacted in the preparation, planning, execution, and evaluation of City engagement and communication and improve the engagement experiences for all residents across the city.  

Essential Functions
Community Resource Corps (CRC): 

Oversee all Community Resource Corps program operations 
Provide supervisory oversight for the CRC team, CRC Program Manager, CRC Coordinators, and CRC members 
Set goals and provide strategic vision for the CRC 
Lead efforts to align CRC outcomes with Mayoral goals, administration priorities, and grant deliverables 
Oversee recruitment strategy of CRC members with the intention of building a diverse corps that reflects the communities they serve 
Use and collect data to evaluate program success and improve operations 
Create and oversee a framework for CRC service delivery that accomplishes the engagement goals of the resource provider as well as the goals of the communities being served 
Build and manage CRC budget, cost shares, federal and private grant funding 
Oversee all aspects of federal grant reporting and compliance 
Identify cross-departmental and cross-sector areas of collaboration 
Develop resources to decrease barriers to CRC member service 
Oversee the development and implementation of case management best practices, field assignments, data management protocols, training resources, and professional development opportunities 
Manage communication with internal and external program partners, including representing the program within local, state, and national coalitions. 
Manage program budgets and oversee payroll processes, including generating and securing funding agreements with partnering City agencies. Support in securing ongoing program funding from philanthropic sources and local, state, and federal governments. 
Drive program expansion and process improvement through relationship building, collaboration, and innovation 
Act as liaison for the City between funders and the CRC program 
Manage program operating budget and maintain communications and reporting to the federal grant funder while monitoring compliance with grant requirements and regulations 
Provide basic HR functions for CRC members 
Develop a vision for and oversee ongoing training, professional development, and retreats for CRC  members to support culture-building and engagement  
Implement and sustain trauma-informed practices within the program to maintain community guidelines and create a framework to address issues related to privilege, identity, and inclusion  
Equitable Engagement Collaborative (EEC) 

Oversee all functions of the Equitable Engagement Collaborative 
Provide strategic vision for the EEC that supports Mayoral, administration, and departmental priorities 
Serve as an engagement expert within the EEC space 
Coordinate and lead bi-monthly EEC meetings 
Collaborate with individuals from different departments to create spaces for best practice sharing and brainstorming with a goal of improving engagement City-wide 
Work closely with the Service Design Studio to create the Equitable Community Engagement Toolkit 
Ability to consult with staff across City departments to create, improve and implement community engagement strategies 
Other relevant duties as assigned 
Competencies, Knowledge, Skills, and Abilities

Strong understanding of Equitable Engagement Practices 
Understanding of team dynamics and a strong ability to mediate and problem solve 
Ability to motivate teams and groups of diverse individuals 
Commitment to diversity, equity and inclusion in staff and program management. 
Ability to promote healthy staff-supervisor relationships 
Strong presentation skills  
Data driven approach to problem solving. Strong ability to implement innovative solutions and analysis to assist in making decisions  
Significant financial and grants management skills 
Clear understanding of best practices in community engagement and volunteer recruitment/retention. 
Identifying opportunities to strengthen existing programs, create and/or enhance implementation strategies, and work with a diverse team to implement action plans. 
Action oriented; an individual not afraid to roll up their sleeves and get into the details of the operation. 
Excellent time management skills with capacity to work simultaneously on multiple tasks and projects and deliver on deadline. 
Experience in managing programs, including developing and monitoring budgets, supervising staff and ensuring program impact
Qualifications
5+ years experience with staff/team management 
Experience managing managers 
5 years experience in community engagement/organizing 
Program management experience, preferably managing AmeriCorps programs in government or nonprofit settings. 
Experience launching and managing new programs. We’re looking for someone who can proactively anticipate and consistently overcome the challenges that come with quickly launching a large-scale program. 
Relationship management experience, preferably collaborating with low wealth and multicultural communities. We’re looking for someone who can build authentic, long-term relationships across lines of difference, like race, ethnicity, gender identity, sexual orientation, class, ability, citizenship status, and other identities. 
Understanding of diversity, equity, and inclusion principles, preferably with experience advancing equitable program outcomes. We’re looking for someone who can identify ways in which identity and power show up in our work, as well as demonstrate continuous growth by creating opportunities for evaluation and reflection. 
Ability to manage program finances and submit grant reports  
Experience recruiting AmeriCorps members or volunteers with the ability to design and implement innovative recruitment strategies 
Experience training and developing large groups of diverse individuals 
Ability to build new and maintain existing collaborative relationships with stakeholders. 
Ability to work on multiple projects simultaneously, while meeting deadlines and deliverables. 
Effective oral and written communication with diverse audiences. 
Excellent time management skills. 
Comfort working with data and digital systems. 
Additional Information
Salary: $75,000
