This position is inside the bargaining unit.

 

Duties

Major duties for this position include, but are not limited to:

  • Performs the full range of team leader functions, ensuring that the office's strategic plan, mission, vision, and values are communicated and integrated into the strategies, objectives, work plans, and work products and services.

  • Leads the team in determining the best approach for resolving budget shortages in support of the branch chief.

  • Works closely with high level DOL program officials in support of the branch chief in the development of overall goals and objectives for assigned strategic communications program segments.

  • Leads the branch in developing and disseminating strategic communications, through multiple channels (e.g., email, meetings, intranet, and social media) to DOL stakeholders to inform them of agency initiatives.

  • Identifies major change initiatives that significantly impact DOL clients.

  • Leads the team in developing an external communication strategy aligned to OCIO's products and goals that inform and engage key external stakeholders.

  • Leads the team in developing product branding strategies for DOL IT products that include brand positioning, assessment, messaging, architecture, nomenclature strategy and implementation.

Qualifying specialized experience for GS-14 includes:

  • Experience writing and editing a variety of communication products that convey complex information in a clear and concise manner. Must demonstrate knowledge of Associated Press Stylebook, Chicago Manual of Style, CDC Guide to Writing for Social Media, Section 508, Knowledge Base manuals, technical manuals, etc.

  • Experience developing annual work plans and schedules for in-service and contracted work.

  • Experience leading teams in a variety of tasks that require the interpretation of complex IT principles and requirements from several IT functional specialties. Ability to develop strategies to help translate these requirements into "how-to" videos, guides, and other forms of help and training for customers with varying levels of understanding.
