The DECA is a six-month<br />\r\n assessment that informs the development, design, and implementation of USAID<br />\r\n Mission’s strategies, projects, and activities. It is organized around<br />\r\n three research pillars: digital infrastructure and adoption; digital society,<br />\r\n rights, and governance; and digital economy. Read more on USAID’s DECA webpage.</p>\r\n \r\n <p>The DECA Specialist I/II must have U.S. work authorization and an ability to<br />\r\n keep EST hours, DAI is unable to sponsor visas.</p>\r\n \r\n <p>TASKS<br />\r\n The DECA Specialist I/II will be dedicated to managing Digital Frontiers<br />\r\n DECAs Specific tasks are detailed below:</p>\r\n \r\n <p>Project Management (40%)<br />\r\n Manage the implementation of multiple and simultaneous DECAs with guidance<br />\r\n from the Senior DECA Manager ensuring adherence to the approved work plan,<br />\r\n troubleshooting deviations, and overseeing independent consultants and subcontractors.<br />\r\n Serve as the primary point of contact with USAID Missions that are conducting<br />\r\n DECAs through Digital Frontiers. From start to finish this includes preparing<br />\r\n work plans, organizing project folders and documents, initiating project<br />\r\n kickoff, and monitoring consultant and subcontractor engagement with the<br />\r\n Mission, demonstrating the appropriate level of flexibility and<br />\r\n professionalism throughout. This requires scheduling and leading client<br />\r\n meetings and taking notes.<br />\r\n Oversee the recruitment, onboarding, and management of consultants, or in<br />\r\n some cases subawardees. This includes developing scopes of work, sourcing<br />\r\n candidates/firms, coordinating and carrying out candidate interviews,<br />\r\n reviewing writing tests, and communicating with Digital Frontiers Finance and<br />\r\n Operations team to ensure timely onboarding.<br />\r\n Monitor and update DECA budget(s) regularly to ensure all consultant or<br />\r\n subcontractor work is tracked against the planned budget. Provide updates to<br />\r\n Senior DECA Manager and to the Digital Frontiers Operations team.<br />\r\n Manage in-country logistics and in-person key informant interviews as needed.<br />\r\n This may include traveling internationally, coordinating travel arrangements,<br />\r\n procuring drivers and translators, planning in-country daily schedules and<br />\r\n logistics, among other related tasks in adherence with DAI and Digital<br />\r\n Frontiers travel and procurement policies.<br />\r\n Manage finalization of DECA reports including reviewing consultants’<br />\r\n writing, incorporating client feedback, coordinating with the USAID Missions<br />\r\n on clearances, and working with the Digital Frontiers Communications Advisor<br />\r\n for copy-editing and design.<br />\r\n Contribute to DECA process and content iteration by sharing learnings and<br />\r\n feedback with the Senior DECA Manager.<br />\r\n Report DECA progress and upcoming issues/needs to the Senior DECA Manager,<br />\r\n Digital Strategy Project Director, Digital Frontiers core staff, and USAID as relevant.</p>\r\n \r\n <p>Technical Research (40%)<br />\r\n Manage the review of all technical deliverables (desk research, report<br />\r\n outlines, draft reports, final reports) with specific attention to ensuring<br />\r\n written materials are high quality and research is technically sound and<br />\r\n remains within the scope of the DECA.<br />\r\n Provide short-notice technical support to the DECAs including conducting<br />\r\n research and analysis, writing substantial sections of the report,<br />\r\n participating in key informant interviews, taking detailed (transcript level)<br />\r\n notes during meetings and key informant interviews, editing, and other tasks.<br />\r\n Share technical learnings and thought leadership with the DECA team for<br />\r\n adaptation and iteration purposes.</p>\r\n \r\n <p>Operations and Reporting (20%)<br />\r\n Manage operational matters related to DECAs, including but not limited to<br />\r\n contractual, operational, MEL, reporting, and financial matters.<br />\r\n Liaise with communications, monitoring, evaluation, and learning
