The Program Director is held accountable for ensuring that the program is managed and held to the highest standards. This includes clinical quality, quality assurance, financial management, funder requirements, recruitment and retention, communications, compliance, revenue cycle, and general program operations. A commitment to the RHD values should be demonstrated as job duties are performed. </p><h3>Essential Duties and Functions</h3><h4>Leadership, Staff Management and Organizational Strategy </h4><ul><li>Supervises program staff maintains an organizational culture and services where professionalism, quality care, employee engagement and empowerment, and services that further RHD's values are recognized and rewarded. </li><li>Ensure that the program team is knowledgeable about the corporate strategic and service line operational initiatives and provides an understanding of each initiative and how it relates to directly to their program. </li><li>Develops and monitors program using metrics to ensure quality staff support, oversight, and development throughout the program. </li><li>Oversees and participates in the recruitment, hiring, training, evaluation and disciplinary process for all employees. </li><li>Ensures program is filling staffing vacancies in partnership with the HR Team. </li></ul><h4>Quality Assurance </h4><ul><li>Collaborate with the Service line Clinical Directors to ensure that services are trauma informed, person centered and ensuring that the recognized best practices, including Evidence Based Practices are implemented. </li><li>Collaborate with the Quality Assurance Team in the implementation of initiatives supporting the related RHD Strategic Objectives and other corporate wide clinical initiatives. </li><li>Ensures that all consumers have current and appropriate ISP’s or treatment plans in place, that their needs are met, and that they are being enabled to experience the highest level of independence and/or recovery possible. </li></ul><h4>Finance, Development, and Other Operations </h4><ul><li>Works with program team, service coordination team, and revenue cycle team to ensure that all individuals supported have current authorizations and that all services and related notes are entered into the electronic health record timely and according to policy. Assists in the resolution of outstanding/unpaid services and claims. </li><li>Oversees and authorizes program financial processes, expenditures and transactions, including but not limited to accounts payable, payroll, and consumer funds, to ensure compliance with established policies and procedures. </li><li>Communicate funder/government information to program team to ensure understanding and compliance and attend local funder/government meetings, as requested by Regional Director. </li><li>Monitor and ensure all required, regulatory documentation is complete, accurate and submitted in a timely manner.</li></ul><h4>Essential Duties Addendum</h4><h4>Qualifications</h4><ul><li>A bachelor’s degree from an accredited college with a major in human services or business management. Masters preferred.</li><li>5 years of experience in a human service agency, which includes supervision of others, direct service and program planning.</li><li>Spanish speaking and ASL preferred, but not required. </li><li>Knowledge of and compliance with the State Regulations and IDS Guidelines </li><li>Ability to effectively use computers, pertinent technology, and mobile devices </li><li>Ability to effectively communicate both verbally and in written form </li><li>Ability to support and implement RHD values and beliefs </li><li>Ability to engage clients and staff in effective, therapeutic, and healthy interactions </li><li>Criminal record clearances, as dictated by the assigned programs </li><li>Residential drug and alcohol treatment</li><li>Strong knowledge and understanding of substance use and trans affirming care/respect for pronouns</li><li>Familiar with needs of homeless population</li><li>Experience with grant writing a plus (not at all required but a benefit)</li><li>Maintain program visibility with community stakeholders</li><li>Continue partnerships with LGBTQIA+ organizations</li><li>Maintain presence in community (program gets a lot of recognition on social media)</li><li>Program is 3.5 level of care with ASAM (American Society of Addiction Medicine) tool used to meet criteria/medical necessity for admission an on going treatment</li></ul><h3>Physical requirements</h3><h4>Lifting Requirements</h4><p><strong>Medium</strong>: exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds constantly to move objects.</p><h4>Additional Requirements:</h4><p>The Program Director will be required to lift, sit, stand, and/or walk for extended periods of time and as necessary assist individuals in service with their daily needs. </p><h4>Reporting Relationships</h4><p><strong>Direct Supervisor</strong>: Regional Director/Service Line Director<br><strong>Directly Supervises</strong>: Multiple positions within the program, Assistant Unit Director<br><strong>Ancillary Support to</strong>: All staff within the program, finance, facilities, QA, Risk Management, Incident Management</p><h3>Requirements</h3><p>RHD employees working in programs within the City of Philadelphia are required to provide proof of COVID vaccination.
